The Receiver
1829 - How the Receiver will act.
1) The Receiver will act so as to improve, as much as possible, the situation of the Company in Receivership with a view to returning it as quickly as possible to public ownership.
2) The Receiver will be neutral with respect to all other companies, including others in receivership. The Receiver hopes that other Companies will reciprocate this intent, but has no powers to enforce this wish.
3) The Receiver will not deliberately order the Company's Survey Party (SP) onto a hex already occupied by another Company's SP to block that Company's development, but may, in extreme circumstances, need to do so, so as to be able to ensure the development of its own routes.
4) The Receiver will lay a yellow tile or perform a promotion if that act improves, or can lead to an improvement, in the Company's income. Station promotions will be done to the station that most increases the Company's income, this means a station that has one of the Company's Station Markers is more likely to be promoted than one which doesn't if a choice exists.
5) The Receiver will not hesitate to use the last available tile of a particular type if it provides him with the best solution to improving the Company's position.
6) The Receiver is unlikely to place a Station Marker (SM) that blocks other Companies, but it must be borne in mind that the Receiver does wish to improve the Company's earnings as much as possible. The placing of a SM in a station where, after the placement, there would remain no obstruction to other Companies is possible.
7) The Receiver will neither seek to buy a train from nor seek to sell a train to another Company, not even one also in receivership. (Rule 84.4)
8) If by renting an additional train the income from the possible runs will be increased by more than 10 (the cost of renting the train) then a train will be rented even if it means that the trains being used by the company do not run their full lengths. It should be noted that my interpretation of the rules allows a Company that is already at its maximum train ownership level can rent a train as the train does not become the property of the Company. (Rule 84.5)
9) The Receiver will listen to any suggestions made by the representatives of shareholders in any Company, but reserves the right to ignore them. Any suggestions received will be treated in confidence and not revealed to other parties. The person making the suggestion is, of course, at liberty to make their suggestions public.
